Would you like some cheese with your whine?

My 3yo whines all the time!  It just recently started, and I'm sure it's just because of her age, but if she does it too much more, I think I'm going to flip!  I've tried rewards, strict punishing--nothing as worked.  What can I do to get this obnoxious behavior to stop?

Ds does this too, but I don't punish him for it. I remind him that he is doing it and don't give in to whatever he is whining about (if he is whining to get something), but some things are just ridiculous. Like for example: every time a commercial comes on, he whines because his show is no longer on. Even though I have explained over and over and over that his show will be back on after the commercials. He does it EVERYTIME. I won't punish for it though. I just don't see it as a good enough reason for punishment.
