Disappearing (and reappearing) rash?

DD has this spot on her cheek, and every now and then it will "flare up".  It's just a small spot and feels rough to the touch. It will be there when I get her from daycare and then seems to be better in the morning, but will reappear later in the afternoon.  It doesn't seem to bother her, but looks kinda painful.

Usually this will happen when she's sick or snotty, but she is neither of those things right now.  

Anyone seen this before?

Could it be a small patch of eczema?

Keep aquaphor on it for a few days (ask daycare to do it too). If it helps then it's just a patch of dry skin most likely
