I don't have a tj maxx near me, but I've done both marshalls and kohls for my girls. I love kohls for a sale but marshalls has some good deals daily. Good luck!!
I hate TJ Maxx. I think $15 even on sale from $40 is too much for a polo sweater in size 3-6 months. Maybe it's just me. We don't have any Marshalls around and Kohls is 1/2 hour away so I've never been their either. I go to the Carter, OshKosh and Baby Gap outlets about once every other month. I get everything I need.
Kohls always has incredible deals on everything. I don't much like their clothes for women, but they have a great children's clothes section and the housewares are a steal.
I love love love Marshalls and TJMaxx. I'm not a fan of Kohls. Ross is great for baby clothes too...if you dont mind the mess. I found a bunch of carters outfits for 5-7 dollars.

Re: TJ Maxx Vs. Marshalls Vs. Kohls
TJ Maxx and Marshalls are the same company.
I really like Kohls a lot for everything. Clothes, shoes, housewares, etc.
