Acupuncture is 100% reimbursable through FSA. You don't need a doctor's note.

I administer FSAs for a living and yes the company can decide NOT to cover acupuncture. However, with all the clients we administer, I do not have a single one that restricts that.
Companies can limit the amount you can put into the plan and they can decide NOT to cover items that the IRS guidelines may say are allowable, so it's always important to check with the company offering the plan.

We turn my acupuncture bills into FSA and they have paid all of them without any questions. My acu place has a special form/reciept for FSA patients.
