Anyone w/partial previa @ 28wks?

I just went today for my follow-up ultrasound to see if my placenta moved up and it didn't. I was told it's a 50/50 chance I'll need a c-section, but to not give up hope as it still has time to move. So, my question is...if your's was still low at 28w, did it move? When? And is it far enough to have a vaginal delivery?
