Would you call?

DH and I went to a garage sale yesterday and today.  Both times the neighbors' three dogs were chained up out back.  One was a pit bull, one a pekignese and the other a shih tzu.  Not that breed really matters, but pekignese(sp?) and shih tzus are indoor dogs as it is.  You can tell they are out there all the time b/c there is no grass surrounding them.  I feel like it may be illegal to chain your dogs in VA but I'm not sure if the law passed.  I feel so bad for these dogs. I want to do something.  But, I don't know if they are otherwise taken care of. 

To top it off, we saw the man of the house walking to his car, beer in hand, at 10 am this morning.

    Not that I'm aware of.  They're at all the shelters around here.  I'm sure they wouldn't be trying to adopt them out if they were illegal.  Maybe breeding is illegal?

  • Yes, I would absolutely call with no hesitation.  I would probably call while sitting in front of their house.  I have been known to do this, not just for dogs, but horses, too.

    It's up to the authorities to investigate whether the animals are being neglected in any way, but I definitely take a stance that it's best to have it looked into.  Working for a rescue group, we see this stuff everyday and many times the owners surrender their animals.  Dogs are not yard ornaments, IMO.
