anyone have the joovy ultralight caboose

So I have my LO in the infant car seat in the seat part.  The red strap goes across his body?  That seems weird to me.  I really don't like a strap going across the middle of his body.  Is that how it should go?

I went to the fire department and had them install mine, they do it for free! I couldn't figure mine out either at first.
