They are not the same thing. Reflux used to be called colic because I guess they didnt know that babies could get reflux. Colic is when a baby is fussy usually during the evening hours for several hours and cannot be calmed down. Reflux is all day long and especially while eating. I dont think they even know what is the cause of colic.
I answered 1 did, 1 didn't. Megan had no reflux, no colic, barely any spitting up. Ryan has no reflux, barely any spitting up (like a couple times in his almost 5 months...) but he was colicky at night for ~6 weeks. I think that his colic was pretty mild but it met the 3-3-3 rule (crying unsoluably for more than 3 hours, more than 3 days / week, for more than 3 weeks) with nothing else seeming to be wrong...

I don't think these are the same thing...my baby's pretty fussy all evening but that's colic not reflux.
The symptoms can be similar though
