Try getting some of that stuff you can stick the the bottom of carpets so that they don't slip on hardwood or tile floors. Stick it to the underside of the pad, and it should work pretty good!! My carpets don't move AT ALL.

That's what I use. I have a hyperactive toddler who kicks, spins, stands up and everything else you can imagine while getting his diaper changed and have never had a problem with the changing pad slipping around.
The one I got for downstairs is flat so I don't waste as much space, and as a result doesn't have the straps like upstairs. I got that rubbery shelf liner for under it and it works great so far!
