How to make nylon headband?

Does anyone know how to make the nylon headbands? I heard they are easy to make and I have a pair of Audrey's tights that have a snag...thought I would try to turn them into a headband. Any advice? TIA

A woman in my practice makes them and she uses nylon pantyhose and then sews flowers or whatever on them, really cute!
