Not sure it makes a difference, maybe it mixes better the other way...I do recall seeing a lady post that she puts the formula in the bottle during travel, and will put water in when she needs to mix, so it can be done.
The bottle measures the water and the formula will add height in the bottle so you would be adding less water if it came after to make the same amount. Unless you measure the water and then add it to the powder it is best to use the bottle to measure the water and then add the powder once you get the right amount of water in it.
I'm not much help. I have always put the formula in first and then the water because I prep a bunch of bottles at a time and then just add warm water when LO is ready to eat - so I have no idea sorry!

Unless you premeasure the water before pouring in on top of the formula, you aren't going to be using the correct amount of water. When you combine the two and mix, there is some gas created and will change the amount that is actually in the bottle. I pour in the water to 3oz, then add the formula that amount and shake. it usual ends up becoming 3.5 oz. Another option would be to figure out about how many oz you use in a day and get a Dr. Brown's pitcher and make a days worth at once so you aren't always mixing. It also cuts down on extra air/gas in the formula.
