I don't know if this is exactly what you're looking for, but a friend of mine has an awesome etsy shop where you can send her a pic and she can either insert it and the info into one of her templates ($15) or she can customize a design for you ($30).  We did the custom design for DD's 2nd birthday invite, ordered them as 5x7 prints from winkflash.com for 10 cents each and then bought envelopes at Hobby Lobby.  Turned out much cheaper than the photo invites I did last year...
