Do Okie Dokie socks from JCPenny run small?

Got 2-4 shoe size for my 9 month old who wears size 3 as a gift, but they look small.  Wondering if they stretch a lot or should I exchange. If they shrink, they're no good...

I say yes they run small I took one pair out and they were too tight! I have been riding them around in my car for like a month now.
