2 toddlers found on railroad tracks from daycare ~ Wow

I was just reading my flyer from Metrolink (I take the train). This is from Sept. but I can't believe the daycare didn't even contact the parents or police that the two little kids were missing.  The kids were a 1/2 mile away they had to be gone for some time.  Thank God nothing tragic happened to them.
