do you think I can get the toddler size and be able to use them next winter, too?  Will they cinch in tight enough?

Yes, get them big!  I was able to get them at a store locally and they only had the toddler size so I was able to use them her first winter (she was 9-14 months that season) and then the beginning of the following season (until I got her some real boots).

It will look a little silly, but they do cinch up tight.
