Thank you so much for your response- I will pass all that info along to my friend, as she is kinda all over the place. They really want a child they can eventually adopt- but they are totally open to toddlers and sibling groups.

While I can see where the SW are coming from, that just breaks my heart that foster parents are considered inappropiate for having specifications. I don't feel that being someone paticular makes you a bad parent. People just try to do what is best for their family.
