We're not in a place where we can foster (yet.. we want to do this eventually)
But we're thinking about getting on the state adoption list for when children become available for adoption.
Is anyone doing or has done this? We have a preference of a toddler or an infant, so I know it could take a very long time.

Fred brings up all good points. There are a few other things to consider.
The more open you are to children with various levels of special needs, the more foster-adopt (adopting from the state without fostering non legal-risk kids) may work for you.
If you are open to adopting slightly older children, you could foster-adopt a child whose parents have already had their rights terminated (TPR). In this case, there is no "list." You would have a homestudy done and once you are approved to adopt, you could look through photolistings and ask to meet children. However, the social workders do their best to find the best family for each child, so even though you may express interest in many children, it can take a long time for a match to be made.
i know that in the state of Texas, it is required for parents who want to adopt only through the state, they still have to take the classes and training that foster parents are required to take.
and always remember - you're not going to get a "healthy" child by adopting through the state. i have every type of situation in my house that anyone could possibly have - all drug babies, 1 ADHD child, 1 child with Sensory Processing Disorder, 1 2 yo with anger management problems, an almost 2 year old that went through withdrawal for 1 month in the NICU, diagnosed with RAD, possible autism and brain damage (all have changed since moving into our home as he's found his forever home) and a 32 week preemie exposed to drugs, but surprisingly he's the healthiest.
