seems to be confusing my belly with the arm rest (I'm on a plane). This justifies opening the emergency exit and pushing him out, right? Seriously, how many times do I need to say "excuse me" and elbow him back before he takes the hint?

I'd turn around to him and say loud enough for people to hear, but not loud enough to cause a huge scene, "Please stop touching my stomach or i'll have your seat changed by the flight attenedant.  There is no reason in the world you should be touching me."

Then make a move for the button that calls them over.  If he doesn't stop you, then tell them.
