How to create idea board online?

Hi everyone...I have noticed that some of you make these awesome numbered idea boards online and post them. Can anyone tell me how to create them? I'd like to make one for my nursery...

some girls used photoshop or other programs like that.  i used microsoft paint (which you should have if you have windows vista).  i'm pretty computer illiterate with those types of programs, but i did the best i could.  mine came out ok, but i like the ones done in the better programs better.
