big, small or true to size?

DD is 12 months, will be 13 at xmas.  so I should technically get her the 10-24 months, but according to the sizing chart, it will be huge on her.  what to do??

They go by height not size. They do run big but I get 2 years out of the sizing and for some reason they fit her both years.

I feel like they run big.  I'm still waiting on DD to grow to fit into her HA stuff.  But DD is petite...not small but definitely not big like DS was.  He always wore a size or two ahead of his age.  DD...not so much!
