I think most people would pronounce it ferNANda, but anyone with some familiarity with romance languages might use ferNAHNda.  It depends on who reads it.

Do you pronounce Amanda with an AHN rather than an AN sound?  I've never heard that before.

I'd say Fer-nan-da unless I knew the parents were not native English speakers--then I'd ask if they said it Fer-nahn-da.
