I think it's just for decoration, since you aren't supposed to use any kind of blankets in the crib for you LO. That's part of the reason we didn't choose traditional bedding...since bumpers have to be removed when they reach a certain age and blankets can't be used...well, just buying sheets and a breathable bumper was a lot cheaper.
At first it i sdecoration, about the time when you loose the crib bumper you will use the blanket...at least we did.
When do you lose bumper? When they become toddler?
We stopped using our when he could stand and pull himself up. Once they do this they can try to stand on the bumper and launch themselves out of the crib accidentally. I havn't heard of it happening too often, but it wasn't worth the risk.
With my niece we used it to lay on the floor and let her play on it. I figured might as well use it for something. We never put it in her crib though, by the time she was big enough to have a blanket in there the blanket wasn't really big enough for her to cuddle with so she didn't like it to cover up with.
