If its really want you want to do- not too big of a deal. However if they are close in age the schools or government might get things confused (hate to get IRS auditted because they think you are deducting same kid 2 times).
I know I have quite a few names I really like for children however to use them all I would need to have at least half a dozen- maybe keep looking for other names.
Some M names: Martin, Mackenzie, Maddox, Malfoy (if you like Harry Potter!), Mark/Marcus, Marshall, McAllister, Maxwell, Monroe, Monte
Hmm.. if those names are meaningful to you - i guess it makes sense then. Otherwise I'd think of a new name for the new baby. Maybe just keep the middle names the same?

Re: Fliping the name
I personally wouldn't do it. You can be more creative than that!
What about Mark or Mason or Michael?
One of the partners at my firm did this. Two boys: Tyler Joseph and Joseph Tyler.
NMS at all.

I wouldn't use Joseph Michael. Give the poor kid his own name.
How about Mason, Marcus, Miles, Maxwell.
