My 3 y/o LOVES Fisher Price Imaginext toys-- they have pirates, fire people, superheroes, dragons, dinosaurs, vehicles, houses, boats-- all of their stuff is fun and it comes in a wide range of sizes/prices, so it's great for b-days.

The son of our really good friends turned four not that long ago and we got him a smaller sized skateboard. I asked the mom first and she OK'd it. It was a HUGE it.... still is 4 months later.

For daycare friends we are doing a book, puzzle or game with a smaller toy (Spiderman or Cars-themed usually).

I second the Imaginex stuff.  My oldest turns 4 next month and I have told some family to get him stuff from that line.  We have some and both boys love it!
