My baby will be born early February. According to Chinese traditions, the baby will most likely not be outdoor until 4 weeks or more old. Do I really need to get a snowsuit for it? I feel silly spending $60 on something she/he might only wear once or twice before outgrowing it.

I wouldn't think you need one.  My son didn't have one last year, and he was a couple of months old by the time winter hit.  We didn't have him outside a lot, it was mostly just to walk from the car to a door...When he was outside, we just wrapped him up real well in layers and blankets.  I did get him one this year, he's walking around and I expect to have him outside a lot more.

Our son was born the end of January and I did get one of those one piece with a hood outfits (it looked like a teddy bear) for him as well as a two piece fuzzy jacket and pants.  No actual snow suit.  I just saw a teddy bear like outfit at Carters for $15.
