Where does the crib skirt go?

Silly question but now that my crib skirt has arrived does it go underneath the mattress on top of teh springs ?? That seems kinda weird, or does it go on top of the mattress when a crib sheet over, that seems kinda weird too... HELP!??

The picture of my crib (from manufactor) shows it both ways. So when we put the crib together and I get my skirt (mom is finishing it as we speak) Im going to play around w/ it and see which way I like best.
