I love onetruemedia.com - it's REALLY easy to use (which I need because I'm not all that talented with that stuff! and it's easy to share, etc... I have had really great experiences with them!
If you're just looking to make one and display it at party, but not display on internet, you should be able to do it right on your computer. There is a program that is installed when you install your windows disk (or with media player, who knows?) It is called Windows movie maker. I simply imported the pictures and music. Dragged and dropped them in the order I wanted and burnt to a dvd. Real simple (and mine turned out really cute).
