Sounds like he might be getting started on his molars coming in if they have not already started. My one girl started with hers at about 12 1/2 months and we went through about 5 weeks of crying with her. She didn't nap well which made it so much worse.
I would say this is a phase, but could not tell you how long it might last. Just try to keep him as well rested as you can, because if you think he is bad now it will be much worse if he is not sleeping well.

DS happily plays with his favorite toys, then busts out in hysterical tears. I pick him, try to comfort him, he puts his head on my chest for a minute, calms completely down. I put him down and the same thing happens not 2 minutes later.
