I judged a mom at the park

When we got there, her 3ish yo DD was wearing nothing but a diaper, running around playing.  Mom is more interested in their puppy, which is on a 15 foot or so leash.  Child takes diaper off and starts running for the hills.  Mom starts to chase child but gets a cell phone call.  So the mom stops to chat on the phone for, oh, about 20 minutes.  The naked kid is running around playing, squating in the woodchips, etc. for the entire time.  And the puppy?  It was running around a picnic table, wrapping it's leash around and around.  Then it spotted the diaper on the table and jumped onto the table, grabbed the diaper and jumped off the other side.  Except at this point it had run out of leash.  So the poor puppy was hanging about 3 inches from the ground by its leash.  I untangled the dog just enough for it to rest safely on the ground.

The mom comes back and sits next to me near the picnic tables so I could hear her conversation.  Naked kid was playing on the merry-go-round at this point.  I had heard her earlier call her older son "Ezekiel."  He looked like he was 8 or 9.  So ther part of the phone conversation I heard was, "No, he didn't start school.  We're leaving for vacation in about two weeks.  And then after that we're going to California for a while, so I don't even think we'll put Zeke in school this semester.  He can just go back to school this winter."   (Isn't it against the law to keep an 8 or 9 yo out of school?)
