my dd is on the bottom of the percentile chart (ht 10th on avg, weight even lower). She outgrows length first. She can still wear some 18m skirts... a 12m dress... for the most part she was in 2t dresses this summer... but last spring she moved up to 3 t pants for length ... even though they were pretty loose. she also outgrows the tops before pants. Most play clothes are from target... so she moved up to 3 T in those last spring.. but this summer she still wore some 2T gymboree short and t sets and in some boutique brands, she still can wear the 2T. She turned 3 last January.
ds is skinny... 50th percentile for ht, 25th for wt. he's in 18-24m, started to wear some 2T tops. I'm buying short sleeve 3T for now. I figure, if he needs them sooner than warm weather, I can layer a longsleeve t under it and/or a sweater over it. I'm all about layering. I also always buy a few staple pieces ahead... like plain jeans or khakis, or shorts.
My kids hover in the 50th-70th%ile. They always seem to wear the size shirt that is above their age and the size pants that are that are meant for their age.
For example, at 2, my children wore 24m or 2T bottoms and 3T tops. There were probably some bigger 2T pants that they could still wear for a bit after they turned 3, but those were phased out by the time they were 3 1/2.
DD has been in the 50-70th percentile for weight since birth, but she's in the 95th for height. At 24 months she is still in mostly 2T bottoms, but we are already moving into 3T tops for the length. I wouldn't be surprised if she is mostly in 3T bottoms by 30 months....
DD is 2y, 4m (50th % for weight, 90th % for height) and I am buying 3T for the fall/winter. They are too big now, but she is pretty tall and will probably grow into them before the warm weather returns.

I bought DS 3T fshirts or this winter. he has VERY long torso though.
He is just now in 2T pants, and in 3 T shirts. It all depends.
