cosco scenera? Is the height limit too short?

I just bought the Cosco Scenera for my daycare provider.  I couldn't believe how old her car seats were when I saw them.  They don't go out a lot, but they do go out.  I insisted that he have a new car seat.  However, DS is tall, he's 33 inches at 15 months.  The height limit for the seat is 43 inches.  I have no idea about growth rates.  Anyone know what the average height for a 2 or 3 year old is?  I want him to use it until he's ready for a booster.  TIA.

We have that as our extra carseat.  My 19 month old is 33.5 inches.  He is still rearfacing in it.  My neice will be 3 in November and she rides in it when she is over.  I think she is 38 or 39 inches.  Of course, being a girl she is probably a little shorter than a boy her age.
