Someone more experienced might have a better answer but here is my experience. One of our boys coos and it literally sounds like he is saying "coo" over an over. (He actually sounds like an owl) But my other little guy never really cooed he just "talks" yelling out varies sounds. And a lot of times the cooing or talking is in response to us talking to them.
I am guessing that your pediatrician is asking if your babies are "talking" or making noises which usually start with cooing.

This. M really did sound like she was saying coo. It's really cute. She would smile while she did it. R never really cooed, he was more of a babbler from the beginning.
Not to be a know-it-all, but I'm a speech therapist, and I always describe cooing as being similar to babbling - but instead of sounds with lots of consonants (like "guh guh ba ba" etc), cooing would be a string of "vowely" sounds, like "oooo-aaa".

OK! That makes sense...
Yeah, the babies are smiling already, which is a big relief for me.... But not really cooing yet...
