Crafty people- How can I make these?

My sister just decided she is getting married in 7 weeks!!  I found these on etsy but was thinking I can make them myself.  I don't even know what they are called to google how to make them.  Any idea? TIA

They are to hang in the trees.  It's an outside wedding.

It IS fun! Im going to make HUGE ones to hang at Madisons Party, all blue and Green...so cheap and they really have a presence!
