XP: How do I make these colored dots?

Does anyone know how to match a color found on here?  Let me be more specific...I found a theme for DS's birthday, and I want to design an invite...how can I match the polka dots?  Is there any way to get the color "code"?

    According to my PS - The red is ec2526, the orange is f2751c, the green is 9bc93a and the blue is 00a0de.  I mean, at their darkest.  They're kinda different shades throughout, but that would get you close.

    Thank you..not sure how you did that...I am trying to make the doits in powerpoint. Any other pointers?
