This is a crappy answer, cuz I forgot half of the solution, but DH was just talking about fixing our steps at home and it had something to do with going in under the steps and "pinning" or something.
Yup, I was going to say the same thing. I actually saw them do it on a do-it-yourself show once. You have to go in the basement or crawlspace, whatever is below the step and knock a little wooden splint into the space making noise. That's the short answer, maybe if you google you can find pcitures and walk through steps.
