I hate to rain on anyone's parade, but that is not a pantyliner.
All of the dance tights that came with your recital costume in the 80's and 90's had this giant odd white crotch pad thing. The tights were so thick, shiny, and hot. They were like impossible to get on and off, not fun for a non-air conditioned auditiorium in July.
Worst part is, you'd get one with every costume, so I remember having a drawer FULL of those things.
