What do think this means?

For African-American & Hispanic Prospective Adoption Applicants Only. 

I'm not sure if it means that you have to be an african american or hispanic couple or you are interesting in adopting an african american or hispanic baby. And I'm wondering if you are an interracial couple does that make you an african american couple?  I know I'm rambling, but I'm super excited that the agency that I want to go with finally has an information session and I'm confused and excited...I'm going to call the agency tomorrow to find out...but I was just too darn excited to wait...Thanks for letting me babble like an idiot...

LOL at first I would see it as meaning for PAP's wanting to adopt those races ... but then I read it again and I see it the other way around ha!

I read it as the applicants (PAP's) must be AA or hispanic - not sure about wether an interacial couple would be considered included

Most agencies because experience tells them that mostly white people adopt and so a lot of things that they write/word are from that perspective. Unfortunately.

Call the agency and find out what it means. I take it to mean PAPs who desire children of those races, as generally there are different fees/rules for PAPs who are open or desire those races.
