Both right away. We didn't put the toy bar on the bouncer right away though. It just seemed too over-stimulating for him. We put the toy bar on after several weeks.
We've used the bouncer from day 1, it's great for naps. And it was the only way he slept for the first week, even at night (now we know he needs to be swaddled). We've taken the toy bar off though (Fisher Price), it wakes him up if he's napping in it and he's swinging his arms. We've put it back on when he's awake though for some stimulation, but he's not interested.
As for the swing, we have the travel version. He wasn't liking it the first week, but loves it now. It's the only thing I can do with him if I want to take a shower or work in the kitchen, sometimes the bouncer just doesn't do the job as it isn't all that fun.
I say get both if you can, even if it's just the travel swing. It's nice to take from room to room, and they won't break the bank (together they cost under $100). If you only want to get one, get the bouncer. Some babies just don't like the swing, but they usually do.
