You shouldn't worry about consistant movement until after 28 weeks. The baby is sleeping most of the day and when it does move, the movements are so tiny you probably won't feel them.
I'm in the same boat. I am almost 21 weeks, and I am still not feeling consistent movement. But I think that's pretty normal. The last few days I have been feeling more movement than usual, so I have been excited about that. And last night the baby kicked my hand! Just be patient, before you know it your baby will be kicking up a storm.
If you are feeling your baby move at all it is a good sign... I sometimes freak myself out and worry, especially since it's twins I am always wondering if I am feeling the same baby... ob says to just enjoy the movements...
I certainly do not have consistent movement. I don't feel much at night either. My baby seems to be much more active during the day. I only got my first real, strong kick yesterday afternoon. I don't think they tell you to start counting kicks until 28 weeks though.
I sometimes still only feel little flutters at night.

I'm right at 20 weeks and just had an appt. The doctor said it's completely normal to feel her moving around a lot and then nothing for even a day or two. She said at 20 weeks they're still small and have a lot of room in there.
