This is the same for Luke (2.5) and Owen (5). They both nap everyday for about 1.5 hours. Bed time routine is easy in our house. 6:30- bath, jammies books (usually 2), Owen in bed *smooches*, Luke get rocked for ~5 minutes and in bed, doors closed and they are down for the count until 6:30ish the next morning.
DS is 2, and we have had the same routine since he was about 1 year old.
upstairs around 7pm. After he goes upstairs, he NEVER comes back down. no matter what. if he needs something, we get it for him.
bath time, and then in his room. change him, and 2 books. then brush his teeth. 1 more book after that.
then in bed. is in bed around 7:45/8ish. we have never had a problem putting him to bed. sometimes it takes him till 8:45 to fall asleep, but he never gets out of bed.
We eliminated the nap and have been putting DD to bed around 8:30.
Keeping her awake during the dinner hour is tricky, but she usually gos to bed really good now. On days that I can't get her to stay awake, she goes to bed around 10:30
Around 7:30 I give DS a bath if he needs it and I help him brush his teeth. We get a fresh diaper and PJ's. Then we go get DH and we do several stories and pray together. DS gets in bed with his blankie, the fan on, the night light, his lullaby CD, and a drink of water and goes to sleep. He has to have everything just right, but he goes to sleep pretty easily. DS is 2.5.

Bedtime routine starts around 7:00 pm. I start the bath while DH gets DS undressed. He plays in the tub for about 20 minutes and then we clean him, get him out, dressed, teeth brushed, hair brushed. We either watch a short TV show (Dora, Diego, something like that) and then we read a story. DS is in bed around 8PM.

DS's bedtime is 8:30, sometimes (maybe once a week) 9pm. A 1/2 hr before bed I send him to go change his clothes & get his toothbrush ready. He definately takes his time, he gets side-tracked a lot, but that is why I give him a 1/2 hr. Then we brush his teeth, read 1 book & then that is it. Sometimes he complains that he wants water so we leave a waterbottle by the bed. It usually takes him about 30-45min to fall asleep.
