I'm guessing they want to know who you rely on for emotional support.  I don't think they are really asking just for one person, but found it easier to word the question that way rather than to say they were looking for the person or people you rely on.

that was on our application too.  I dont' think anyone ever even looked at half the paperwork we submitted.  We never even had one of our 6 references called.  Looking back, I can't believe how much energy I invested in trying to make my paperwork perfect.

Ditto to this.  If I get one more request to submit paperwork I've already turned in, I will scream.

I think we had that question, too - about what our support systems were as far as friends and non-family.
