This reminds me of a conversation I had with a German man I worked for a few years ago. Apparently, the process for naming a child there is the same as this Swedish article suggests. The name has to be approved by the government "naming committee" in order to receive the child's formal birth certificate.
It definitely caused some controversy within our little office on whether parents should be able to name their child whatever they choose, or be subject to government approval by the committee.
