Thanks for your responses below re EI.  I'm actually confused by the EI here in MA...it seems less "good" than what I read about on here a lot.  There doesn't seem to be flexibility to change therapists, for example, and no one really followed up with me about my daughter (she was in EI from 3-11 months and I only met our service coordinator ONCE).  When we got into private PT it was so much better, but I don't think Kate needs PT again (and neither did her PT at 18 mo).  My pedi was just thinking that EI could give me some new ideas/suggestions on how to work with her on stairs and other things she is scared of.  There is NO medical reason for her delays, just a VERY cautious personality.  But the EI here takes forever with the intake/assessment/etc and then we have to pay a $500 sliding scale fee.  Both her pedi and I feel that Kate doesn't need "services"--just some suggestions for new ways to work with her.  Is there a way to get that through EI without having to do the whole thing?

EI here is VERY budget stressed--they have cut back lots of services, etc--and I feel badly taking time/energy away from kids who really need it for what I am 99.9% sure Kate will grow out of in her own time.  WDYT being an EI evaluator?
