Explain RLR to me

I am in the middle of using RLR for the first time on my diapers.  I bought all of these diapers new, and they have only been washed in CC.  I thought that CC was soap free, so where are all of the suds coming from?

It's the diaper CC.  I was just curious if it was actually the RLR that was sudsing.
