Can I do anything?

So we have some fairly new neighbors in the house behind us.  They're renting the house.  They are fairly young (early 20s) and have "parties" often.  There are often people hanging out on the deck well past 2-3am on the weekends.  They also have a puppy.  It is a gorgeous chocolate lab.  However, they are not, in my opinion, taking care of it properly.  About 4-5 times/day they bring it outside and tie it to the fence on about 5 ft of rope.  Then they go back inside.  The poor dog sits out there getting as close to the house as he can and just barks its head off. They will leave it out there for as much as an hour at a time. Its extremely annoying but I am not mad at the dog since obviously the owners are just neglecting it.  The problem is, that my DDs room is in the back of our house and her windows are right over this neighbors yard.  So the dog disturbs her naps and night time sleep and the "parties", though usually not loud, can bother her as well. 

I am NOT comfortable going over there and confronting these people at all.  They don't seem friendly and they are not treating their dog properly which bothers me.  I've heard THEM yelling out the door at the dog to "shut the f*ck up" so they don't seem pleasant.  I don't know the landlords or how to contact them either.

Is there anyone else I can call that would do anything about this or even care?

do you have a bylaw officer?  Home owners association?  That really sucks, I'm sorry!

Wow, I didn't realize you had your baby!  Congrats!!

 It is public record at the acessors (sp?) who the owner is, maybe you could go that route to try to get a hold of the owners.  GL!

What about contacting your local alderman?  Another option would be to call the police (as a non-emergency call) and express your concerns on both topics.
