I think it depends on your works policy. If you have to sneak to do it, yes it is stealing. If you would do it in front of your boss/supervisor, not it isn't.
My work allows you to print as long as it isn't excessive.
I guess it technically is taking something you haven't paid for. But every company expects employees to use a certain amount of its resources for non-company purposes. Also, I'm sure a company would rather its employees quickly print or copy whatever they need than leave early to go to Kinko's or somewhere to pay for copies and avoid "stealing."

In the most basic sense, yes. You are using paper, ink, and other resources that you didn't pay for.

Nope. As long as your not printing books, I don't see the big deal.
I'm the office manager for my families business, and I have no problems with our employees printing stuff.

Depnds on the office policy. If they know and are OK w/ it, no, it is not stealing.
If you break into my car and drive off w/out permission, it's stealing. If I lend it to you, it isn't. Smaller scale, same principle.
