J is only 12 lbs but it just seems like the shoulder straps aren't fitting well so I moved it up a notch last night to see how it would work. ?When did you move it up? ?
To echo what JAR said - I was told by the officer during my car seat inspection to never raise the shoulder straps in the rear facing seat, just to always leave them in the lowest position and instead let the straps out as the baby grew. That way I would never have to worry about when to raise them and LO would always be safe.
We did it maybe about 6 or 7 weeks old after DD threw up all over it and we had to wash everything. It was getting more difficult to do the straps on her too as she was getting bigger. We read in the instructions about having the level just below the shoulders also and it seemed to be the time anyways. She fit better once we did it. We moved the head insert up too.

Rear facing the strap hole should be level or below shoulder level. If it is above then move it back down.
Front facing it should be at or above.
