generally yes, snaps will be better over time. but, on the flip side, snaps do not work for our family because ds is waaaay to wiggly and can't sit still long enough for snap dipes.
snaps will last longer, but they seem to be harder to find. they can be hard to fasten w/ an active kid, but on the plus side, they're harder for DS to undo. I've always wondered if it would be hard for a good seamstress to just replace the velcro if/when it wears out. Maybe that's an option.

The velcro on DDs BG 3.0s is not holding up as well as I would have liked it too. Somebody meantioned putting the velcro together instead of back on the laundry tabs and I have noticed some improvement.
