That have a nice elastic waistband so my expanding/decreasing body (I keep loosing/gaining the same 5 lbs) can fit nicely in them.

Have you tried etsy?

The waist on that skirt is shirred so you would look up  "shirred skirt" or something like that.

I make mine with elastic or a tie waist (or both).
