Call the state and check on their license. WI has an online database that lists DCP violations. I am also a member of a local chat board and asked the women there.
In North Carolina, all childcare centers of 3 or more children are regulated and inspected regularly, and the reports are available. Is this what you mean my a 'background check'? The centers are required to be licensed or accredited. I would assume that it is this way in your state as well?
